§ 2-115. Powers and duties.

  • The village administrator shall have such powers and perform such duties as provided in this section. The village administrator shall:

    (1)

    Head of village office staff. Be the head of the office staff of the village and shall report to and be directed by the village president, as chief executive, and the village board of trustees, as the legislative body of the village, and shall be responsible for the management and day-to-day operation of the administrative office of the village and, as directed by the village president, for the operations of other village departments. The village administrator shall be responsible for the management and control of all matters pertaining to the operations and maintenance of village-owned property.

    (2)

    Custody and control of village documents and property. Have custody and control of all village documents and other village property, except that which is directed by law or ordinance to be controlled or deposited elsewhere, and shall keep a current inventory of all real and personal property of the village and its location.

    (3)

    Make recommendations regarding village employees; inform office employees of policies, operations, etc. Make recommendations to the village president regarding the hiring, discipline and discharge of employees as are necessary for the proper functioning of the village staff, except those officers and employees who are by law or ordinance required to be appointed solely by the village president, the board of fire and police commissioners or otherwise. The village administrator shall inform all office employees as to the policy and method of operation of all village departments and employee functions. The village administrator may recommend from time to time to the village president that village employment positions, job descriptions or the salaries paid to employees be revised or reorganized.

    (4)

    Assist in the preparation of the annual appropriation ordinance and estimating revenues and expenditures. Be responsible for assisting in the preparation of the annual appropriation ordinance, as well as assisting in providing all necessary supporting financial statements estimating revenues and expenditures for the fiscal year, and shall submit all necessary information to the village president, together with opinions and recommendations regarding its adoption, no later than two weeks prior to the deadline for the adoption of the annual appropriation ordinance as provided by state statute. For the purpose of preparing such supporting financial statements, the village administrator may require all department heads and other appropriate officers and employees to submit statements of the financial condition of such departments, offices or other divisions of the village including, but not limited to, projected revenues and expenditures for the next fiscal year as well as actual expenditures, revenues and fund balances from the previous fiscal year.

    (5)

    Assist in the investigation of complaints. Assist in the investigation of complaints in relation to matters concerning the administration of village business and the services maintained and provided by the public utilities or other departments of the village and, upon direction of the village president, may make internal investigations into the affairs of any department or division of the village.

    (6)

    Enforce franchises, permits and privileges. Enforce all franchises, permits and privileges granted by the village and require that they are observed and complied with fully.

    (7)

    Recommend measures necessary for the health, safety or welfare of the village. Recommend to the village president and to the board of trustees the adoption of such measures as deemed necessary or expedient for the health, safety or welfare of the village and its residents.

    (8)

    Attend meetings of the corporate authorities. Attend all regular, rescheduled and special meetings of the corporate authorities, unless excused by the village president or when the village administrator's employment is under consideration, and shall have the privilege of taking part in the discussion of all matters coming before the corporate authorities.

    (9)

    Assist or perform the function of grantsman. Assist and work in conjunction with any outside contractor hired as a grantsman to work toward obtaining grants or loans desired by the village. If no outside grantsman is hired, the administrator shall perform that function.

    (10)

    Establish procedures for Freedom of Information requests. Be responsible for establishing administrative procedures for responding to Freedom of Information requests made to the village.

    (11)

    Prepare reports not required of other officers or employees. Prepare all reports and supply all other information required by law or other governmental agencies which is not required to be supplied by other officers and employees, including but not limited to reports required for IMRF and social security purposes.

    (12)

    Perform additional duties as may be required. Perform such other and additional duties as may be required by the village president and board of trustees from time to time.
